SUBJECT: Invitation to submit a proposal - Security services Vibrez - Split Festival - Peristil Vibrez, procurement no. 16-26
The client, the Public Cultural Institution Croatian Home Split, Split, Tončićeva 1, is conducting a bid collection procedure for Security services Vibrez - Split Festival - Peristil Vibrez, procurement no. 16-26.
In accordance with Article 12, paragraph 1, item 1 of the Public Procurement Act (OG 120/16, 114/22), for the procurement of goods and services with an estimated value of up to EUR 26.544,56 and works with an estimated value of up to EUR 66.361,40 (excluding VAT), the contracting authority is not obliged to conduct a public procurement procedure under the Act, but a simple procurement procedure is implemented.

Vibrez Festival - Meštrović Gallery security services
Custody of the Vibrez Festival - Meštović Gallery from 24.08.2026. starting at 09:00 to 31.08.2026. until 11:00, 1 employee.
Stewardship services - Concerts from 26.08.2026 to 30.08.2026. 5 (five) concerts from 19:00 to 01:00, 7 (seven) stewards per concert.
Split Security Services Festival
Guarding the Split Festival - Prokurative from 02.09.2026. starting at 09:00 to 07.09.2026. until 11:00, 3 employees.
Security services - Night rehearsals on September 2nd and 3rd, 2026 from 10:00 PM to 3:00 AM, 7 security guards 70
Security services - Night rehearsals on September 5th and 6th, 2026 from 24:00 to 03:00, 7 security guards

Security services - Concerts on September 7th, 8th and 9th, 2026 (3 concerts) from 5:00 PM to 11:00 PM, 6 security guards per concert.
CONDITIONS:
The estimated value of the purchase is 25.900,00 euros excluding VAT.
The contracting authority reserves the right not to select any bid if the bid prices are above the estimated procurement value.
The contracting authority reserves the right to cancel the simple procurement procedure at any time without giving reasons.
4.2. ESTIMATED PROCUREMENT VALUE
4.3. QUANTITY AND SCOPE OF THE SUBJECT OF PROCUREMENT
The estimated quantities of the procurement items are stated in the bill of quantities. The bill of quantities forms an integral part of this request for quotations. The quantities specified in the bill of quantities are indicative. The actual quantities may be greater or less than the indicative quantity, but the total payments excluding VAT based on the accepted bid may not exceed the estimated value of the procurement.
The bidder may submit a bid only for the entire quantity of services requested in accordance with the cost estimate. Bids for only part of the requested quantity will not be considered.
The Client will make payment to the account of the selected bidder based on the issued e-Invoice (in accordance with the Act on Electronic Invoicing in Public Procurement), within 30 days of the issuance of the e-Invoice.
The bid price must be expressed in euros.
The bidder is obliged to submit a bill of quantities with unit prices excluding VAT.
The price is entered in figures and must include all costs and discounts.
Lowest price.
The offer is made in the Croatian language, Latin script.
90 days from the deadline for submitting the bid.
The bid shall be submitted in original paper form in a sealed envelope to the contracting authority's address specified in the tender documentation. The bid envelope must indicate:
- name and address of the ordering party,
- name and address of the bidder
- procurement registration number (16-26)
- name of the procurement subject to which the offer relates Security services Vibrez - Split Festival - Peristil Vibrez
- indication "DO NOT OPEN".
The offer must contain a bid sheet and a cost estimate, all signed by an authorized person of the offeror and certified with a seal.
The offer is submitted exclusively in writing, via registered mail, to the client's address, in a sealed envelope indicating the subject of the procurement.
Bids submitted in any other manner or outside the prescribed deadline will not be taken into consideration.
