Invitation to submit a bid

The client, the Public Cultural Institution Croatian Dom Split, Split, Tončićeva 1, is conducting a bid collection procedure for the repair of moisture penetration in the Croatian Dom building.

In accordance with Article 12, Paragraph 1, Item 1 of the Public Procurement Act (OG 120/16, 114/22), for the procurement of goods and services with an estimated value of up to €26.544,56 and works with an estimated value of up to €66.361,40 excluding VAT, the contracting authority is not obliged to carry out the public procurement procedure prescribed by the Act.

  1. DESCRIPTION OF THE PROCUREMENT SUBJECT

4.1. SUBJECT OF PROCUREMENT

The subject of the procurement includes the performance of construction and trade works for the urgent repair of the flat roof, part of the facade and interior surfaces damaged by moisture penetration at the Croatian Home Split building, Tončićeva 1.

 

4.2. ESTIMATED PROCUREMENT VALUE

14.500,00 euros excluding VAT.

 

4.3. QUANTITY AND SCOPE OF THE SUBJECT OF PROCUREMENT

The works include in particular:

  • preparatory work and protection of existing carpentry and installations,
  • waterproofing of a flat roof with a polyurethane liquid membrane on an area of ​​approximately 96 m²,
  • repair of drains and drainage joints (2 pcs),
  • checking and cleaning the roof drainage (1 set),
  • repair of interior wall surfaces damaged by moisture (about 5 m²),
  • repair of ceilings and walls with plasterboard coverings damaged by moisture (about 20 m²),
  • renovation of the final layer of the courtyard facade (approximately 50 m²).

The quantities are estimated based on a review of the existing condition, and the final quantities are determined during the execution of the works through the construction book and the certificate of the supervising engineer.

 

 

 

4.4. SPECIFICATION

The works that are the subject of the procurement must be carried out in accordance with the technical description and cost estimate of the project for the renovation of the flat roof and courtyard facade of the Croatian Home Split building.

The specification covers in particular:

  • preparatory and protective works on the facility and equipment,
  • waterproofing of a flat roof with a one-component polyurethane liquid membrane (type Hyperdesmo Classic or equivalent) in at least two layers, with prior preparation and primer coating of the substrate,
  • roof drainage repair (gutter repair, cleaning and checking of drainage channels),
  • repair of walls and ceilings damaged by moisture, including removal of damaged layers, treatment of the substrate, repair of plaster, smoothing and painting,
  • Repair of the final layer of the facade by removing the damaged layer, installing mesh and adhesive, and final painting with an appropriate facade coating.

All work must be carried out professionally, using materials that comply with current Croatian and European standards and in accordance with the Construction Act and other relevant regulations.

 

  1. PAYMENT DEADLINE, METHOD AND TERMS

The deadline for the execution of the works will be determined by the contract with the selected bidder, and the contractor is obliged to submit an operational plan and a schedule for the execution of the works before the start of the works.

Payment will be made based on a duly issued invoice/situation after the work has been completed, certified by the client and the supervising engineer, within 30 days of receipt of the e-invoice.

The calculation of the performed works is carried out according to the actually performed quantities recorded in the construction book and confirmed by the supervising engineer.

 

  1. METHOD OF DETERMINING THE BID PRICE

The bid price must be expressed in euros.

The bidder is obliged to submit a complete cost estimate with unit prices excluding VAT.

The bid price is written in numbers.

The offer price excluding VAT must include all costs and discounts.

 

  1. BID SELECTION CRITERIA

Lowest price.

 

  1. LANGUAGE AND LETTER OF OFFER

The offer is made in the Croatian language and Latin script.

 

  1. OFFER VALIDITY PERIOD

3 months from the deadline for submitting the bid.

 

  1. METHOD OF BID DELIVERY

The bid shall be submitted in original paper form in a sealed envelope to the contracting authority's address specified in this invitation to submit bids.

The following must be indicated on the bid envelope:

- name and address of the ordering party,

- name and address of the bidder

- procurement registration number (01-26)

- name of the procurement subject to which the offer relates "Repair of moisture penetration in the Croatian House building"

- "do not open" sign.

 

The offer must contain a bid sheet and cost estimates, signed by an authorized person of the offeror.

 

  1. DEADLINE FOR SUBMISSION OF OFFERS

The offer shall be submitted exclusively in writing, by registered mail, to the address of the contracting authority, in a sealed envelope indicating the subject of the procurement. Offers submitted in any other manner or outside the prescribed deadline will not be considered.
