The client, the Public Cultural Institution Croatian Home Split, Split, Tončićeva 1, is conducting a bid collection procedure for Sound system and stage lighting for the Sustipan Vibrez festival.

In accordance with Article 12, paragraph 1, item 1 of the Public Procurement Act (OG 120/16, 114/22), for the procurement of goods and services with an estimated value of up to EUR 26.544,56 and works with an estimated value of up to EUR 66.361,40 (excluding VAT), the contracting authority is not obliged to conduct a public procurement procedure under the Act, but a simple procurement procedure is implemented.

Name: Sound system and stage lighting for the Sustipan Vibrez festival

Implementation period: from August 21, 2025 (beginning of equipment assembly) to August 29, 2025 at 12:00 (end of equipment disassembly)

Festival duration: from August 23 to 28, 2025 – a total of 6 concerts

4.1. SUBJECT OF PROCUREMENT AND CONDITIONS  

  • Sound system, includes all necessary supporting material and microphones with accessories, price includes transport, assembly and disassembly of equipment, in accordance with the attached technical riders of each performer. Festival duration from 23.08. to 28.08., total of 6 concerts.
  • Stage lighting, in accordance with the attached technical riders of each performer and ambient lighting (with catering facilities, canopies, walkways, backstage access), includes all necessary material and ramps/supports for lighting fixtures. Festival duration from 23.08. to 28.08., a total of 6 concerts.

CONDITIONS:

  • The sound system must be dimensioned for even sound coverage of the auditorium at Sustipan, noise emission level 88 dB(A), in accordance with the document Expert basis for determining permissible noise levels when holding public gatherings, entertainment and other activities of the City of Split.
  • The bidder is required to submit references from sound engineers with a list of similar projects completed in the last 2 years.
  • Acceptable sound system and monitoring manufacturers: L-Acoustics, D&B, Meyer Sound.
  • Acceptable manufacturers for digital sound mixer: As per the attached technical riders of the contractor
  • Stage lighting system according to the attached technical riders of the performer.
  • Partial bids are not acceptable and will not be considered.
  • The bidder is obliged to submit a single bid for all requested items.
  • Equipment assembly can begin on August 21.08.2025, 8 at 29.08.2025 a.m. and disassembly must be completed on August 11, XNUMX by XNUMX a.m.

The estimated value of the purchase is 26.000,00 euros excluding VAT.

4.2. ESTIMATED PROCUREMENT VALUE

Estimated purchase value for the Sustipan Vibrez festival from August 21 to 29.08. is 26.000,00 euros without VAT.

4.3. QUANTITY AND SCOPE OF THE SUBJECT OF PROCUREMENT

Anticipated quantities of procurement items are stated in the contractor's technical riders, which are an integral part of this Invitation to Bid. The actual quantities may be higher or lower than the estimated quantity, but the total payments excluding VAT based on the accepted offer may not exceed the estimated value of the purchase.

The bidder may submit a bid only for the entire quantity of equipment requested in accordance with the technical specifications. Bids for only part of the requested quantity will not be considered.

  1. PAYMENT DEADLINE, METHOD AND TERMS

The Client will make payment to the account of the selected bidder based on the issued e-Invoice (in accordance with the Act on Electronic Invoicing in Public Procurement), within 30 days of the issuance of the e-Invoice.

  1. METHOD OF DETERMINING THE BID PRICE

The bid price must be expressed in euros.

The bidder is obliged to submit a bill of quantities with unit prices excluding VAT.

The price is entered in figures and must include all costs and discounts.

  1. BID SELECTION CRITERIA

Lowest price.

  1. LANGUAGE AND LETTER OF OFFER

The offer is made in the Croatian language, Latin script.

  1. OFFER VALIDITY PERIOD

3 months from the deadline for submitting the bid.

  1. METHOD OF BID DELIVERY

The bid shall be submitted in original paper form in a sealed envelope to the contracting authority's address specified in the tender documentation. The bid envelope must indicate:

- name and address of the ordering party,

- name and address of the bidder

- procurement registration number (3/25)

- name of the procurement subject to which the offer relates "Sound system and stage lighting for the Sustipan Vibrez festival"

- indication "DO NOT OPEN".

The offer must contain a bid sheet and cost estimates, all signed by an authorized person of the offeror and certified with a seal.
